Delaware Disability Parking Laws

  • Qualifying conditions include inability to walk 200 feet without stopping, cannot walk safely without assistive devices, lung disease with restricted respiratory volume, uses portable oxygen, Class III or IV cardiac condition, or severely limited walking due to arthritic/neurological/orthopedic condition.
  • A licensed physician must certify your condition on Form MV474.
  • Applicants 80 years of age and older only need to show proof of age to obtain a placard (no medical certification required).
  • A Physician’s signature is not required for a person with a permanent disability when renewing a plate or placard.
  • First offense parking violation: $250 fine. Subsequent offenses: $500 fine or 10-30 days imprisonment, or both. False application: $100 first offense, $200 or 10-30 days imprisonment for subsequent offenses.
  • Valid placard holders who misuse their placard may receive up to a 6-month suspension or permanent revocation.
  • Placards must be displayed on the front windshield rearview mirror (or dashboard if no mirror) and must be removed when the vehicle is in motion.
  • The person with the disability must be the driver or passenger in the vehicle when parked in accessible spaces.
  • Applications can be submitted online (age 80+ & renewals only), by mail, or in person at DMV.
