Why HMOs Get California Parking Placard Forms Wrong

An HMO primary care doctor sees 20 to 30 patients a day. A California REG 195 form shows up on their desk maybe two or three times a year. There’s no training on it, no checklist. It’s just another form in a pile.

That’s how errors happen. The doctor doesn’t know that a blank provider license number is the most common reason the DMV rejects a REG 195. They don’t know an outdated form version triggers automatic rejection. They don’t know the patient’s name has to match their DL exactly, down to middle initials.

What California’s REG 195 Actually Requires

The REG 195 is California’s official application for a Disabled Person Placard or Plates. Both the applicant and a licensed provider complete their respective sections. Here’s what the DMV checks on the provider’s side:

One detail that catches California applicants off guard: the REG 195 requires original wet ink signatures. No digital signatures, no photocopies. The completed form must be physically mailed to the applicant, then submitted in person or by mail to the California DMV or a partner like AAA. That’s why Ed received his paperwork “in the mail,” as he mentioned.

How Ed Got His California Handicap Placard

Ed’s process through ParkingMD was simple. Four steps, no complications:

  1. Online intake. Ed completed the application and uploaded his medical records. He described it as “fast and easy.”
  2. Telehealth evaluation with Dr. Miller. A licensed California physician reviewed his documentation and completed the medical certification section of the REG 195. This is a real clinical review, not an auto-approval.
  3. Signed REG 195 delivered by mail. ParkingMD mailed the completed form with original wet ink signatures. No shortcuts.
  4. Submitted at AAA. Ed brought his signed REG 195 to AAA, which processes disability parking placard applications as a DMV partner in California. Not every AAA branch offers this service, so call ahead to confirm.

The entire ParkingMD portion happened from home. The only in-person step was AAA. A lot of California applicants don’t know that AAA handles placard applications as a DMV partner. You don’t have to wait in a DMV line. Not every branch offers this, so call ahead, but Ed used this route and it clearly made an already easy process even easier.

The biggest difference isn’t any single row in this table. It’s the cumulative effect. Ed’s HMO required an in-person visit he had to schedule weeks out, a waiting room he had to sit through, a form the doctor wasn’t familiar with, and a correction process that would have meant doing all of it again. Permanent placards auto-renew. California’s DMV automatically mails you a new placard before expiration. No reapplication needed, as long as your address on file is current.

Free metered parking is statewide. A valid disability placard gives you free parking at metered spaces across California, including blue and green curbs.

Temporary placards have a renewal cap. Valid for up to 180 days, cannot be renewed more than six consecutive times. Ed processed a temporary placard the year before, suggesting his condition shifted from temporary to permanent for this application.

No. California does not transfer out-of-state permits. You need a new REG 195 with certification from a California-licensed provider. Your old placard works for temporary visits only.

Can someone else submit my REG 195 for me?

Yes. A family member, caregiver, or authorized representative can bring your completed form to the DMV or AAA on your behalf. You do not need to be present at submission.

Does my placard give me free parking in private lots and garages?

No. Free metered parking applies to public on-street spaces only. Private lots and garages set their own policies. Some offer reduced rates for placard holders, but no state law requires them to.

Can I upgrade from a temporary to a permanent placard without starting over?

You’ll need a new REG 195 with the provider indicating a permanent disability. The DMV treats this as a new application.
