Everything You Need to Know

Massachusetts Disability Parking Laws

  • Qualifying conditions include inability to walk 200 feet without stopping to rest, legal blindness, chronic lung disease with forced expiratory volume less than 1 liter, use of portable oxygen, cardiovascular disease classified per American Heart Association standards, or loss of limb or permanent loss of use of limb.
  • A Medical Doctor, Chiropractor, Registered Nurse, Physician Assistant, Osteopath, Optometrist (legal blindness only), or Podiatrist must certify your condition on Form MAB100.
  • Application must be submitted within 30 days of healthcare provider’s certification.
  • Permanent placards are valid for 5 years; new placard automatically mailed 2 weeks before expiration. Expired placard must be returned immediately.
  • Temporary placards are issued for minimum 2 months, maximum 24 months; must submit new application 4-6 weeks before expiration for recertification.
  • Misuse of disabled parking results in $500 fine for first offense, license suspension, and revocation of privileges; using placard of deceased person or someone else’s placard results in $500 fine and 60-day license suspension.
  • Massachusetts RMV Medical Affairs issues permits. Applications must be mailed to Medical Affairs; do not submit to RMV Service Centers.

Documents You’ll Need

To apply for, replace, or renew a Massachusetts disability parking placard or plate, here are the required documents:

New Permanent or Temporary Placard or Plate

To apply for a new disability parking permit in Massachusetts, you’ll need:

  • Form MAB100 (Application for Disabled Parking Placard/Plate), completed by both applicant and healthcare provider
  • Current Massachusetts Learner’s Permit, Driver’s License, or MA ID
  • For plates: must be primary owner of registered vehicle

Veteran Exemption

Disabled veterans with 60% or greater service-connected disability may qualify for Disabled Veteran plates. Submit:

  • Form MAB100 with medical certification
  • Service-Connected Disability Breakdown letter from Veteran Affairs showing combined rating and listing each condition with percentage
  • One or combination of conditions totaling 60% must affect ambulation and qualify for disabled parking privileges

Online Doctor’s Certification

If applying through a telehealth service like ParkingMD, you can get your evaluation done completely online. You’ll receive:

  • A signed Form MAB100 delivered to you via email within 24-48 hours, ready for submission to Medical Affairs

Lost or Stolen Placard Replacement

If your placard is lost or stolen, you’ll need to provide:

  • Form MAB104 (Request for Replacement Placard)
  • Include name, date of birth, social security number, and placard number (if known)
  • If stolen, contact local police department and file report immediately
  • Original placard is canceled upon replacement request

Permanent Placards

  • Valid for 5 years.
  • Automatically renewed; new placard mailed 2 weeks before expiration without requiring new application or medical certification.
  • Must return expired placard immediately when receiving new one.

Temporary Placards

  • Issued for minimum 2 months, maximum 24 months based on healthcare provider certification.
  • Must submit new application with medical certification 4-6 weeks before expiration if disability persists.

Replacing a Lost, Stolen, or Damaged Placard

  • Complete Form MAB104 (Request for Replacement Placard).
  • Medical certification not required for replacement.
  • If requesting more than 1 replacement in 12 months or more than 3 during 5-year period, RMV may review documentation, request updated medical information, or require notarized attestation of proper placard use.

Turnaround Time

Allow at least 30 days to process and review handicap placard application. Replacement placards require at least 30 business days. Applications submitted to RMV Service Centers may add processing time; mail directly to Medical Affairs for standard processing.
